Hua Hin is on of the closest beach towns to bkk, and most of the Thai people, I would imagine come here and dont stay at hotels like this. But its perfect for a foreigner, backpacker, or young(ish) person traveling. This area is where everything is close, but its not the nicest area. The hostel is very simple, but very clean and friendly. There was a free pool table to use and was on the street with tons of bars (mostly go-go hooker bars, but whatever) and restaurants. super close to the beach!
