The State Parliament of the Free Hanseatic City of Bremen has passed a law on the imposi-tion of a tourism levy known as the 'city tax' that will take the form of a local sales tax
(Law Journal, 6 Feb. 2012). The tax revenues will be spent on activities to promote tourism
and to enhance the attractiveness of the city's arts and entertainment scene.
From 1 April 2012, accommodation providers must pay a levy of between €1.00 and €3.00
(depending on category), net of VAT, to the Free Hanseatic of Bremen for overnight stays for
which payment is made. Accommodation providers may include the city tax in the room rate,
or they can list it as a separate item in offers, reservation confirmations and on final invoices.
Amount Net Per night, adults
incl. amount at accommodation establishments in Bremen and Bremerhaven,
7% VAT based on standard accommodation categories
€3.21 €3.00 Superior hotels, minimum 4-star classification
€2.14 €2.00 Hotels
€1.07 €1.00 Guesthouses, inns, holiday homes and apartments,

€0.00 €0.00 Youth education establishments of a non-commercial nature,
e.g. youth hostels, youth guesthouses and education centres
On this basis, each accommodation provider will levy an additional 'city tax' with effect
from April 2012, unless they include it in the room price.
