From Manila you can take a flight either to Kalibo or Caticlan. From Iloilo there are buses to Caticlan. At Caticlan, tourists need to pay P50 terminal fee and P50 environmental fee.
Then, take a boat to Cagban entry port in Boracay. The boat costs P25 and takes about 15 minutes.
Ask the tricycle driver from Cagban to drop you at E-MALL or ABRAMS SPA near Trafalgar in Old Talipapa.
Probably best to email your approximate time of arrival, so that you can be met at Cagban;this does not involve any extra cost.
