Yes Rio is even more fantastic in december... and off course there is surfing :P A bit too crowded for me since I've just started to learn... but by december who knows...
My trip ends in Mexico city so if you have any adwise.. they would be very much appreciated.

I know you can windsurf in Spain, but are there actually waves to just plain surf?
