This hostel has a very nice location, and the bedrooms are nice with good beds, a bathroom and a small fridge (at least the one I stayed in). It's perfect if you are just looking for a place to stay in the centre of New York. However, if you are after the "hostel-experience", you should find somewhere else. There is not much of a common room which makes it more difficult to find other travellers except the ones you share a room with.
The Local has a very friendly atmosphere, and I straight away felt at home. It has a very nice cafe/bar, and many places to hang out and meet other travellers. It's not in Manhattan, so if you're mostly looking for a central place, you should pick somewhere else. However, the subway quickly brings you to Manhattan, so you won't have any problems seeing the centre of New York while staying at the Local.
The hotel is located very close to both the city centre and the conference centre. It is very small and cozy (with only 2 living units), and feels almost like a home.
The 4 bed dorms have the best bunk bed design I have seen with a comfortable and secure stair to get to the top bunk! The largest downside is that the hostel is relatively far away from the subway, and it also takes a while to take the downtown, so you might have to calculate 45-60 minutes to go some places. That makes it a bit impractical if you want to go back and forth from the hostel to the downtown.
