Pros: Clean, quiet, peaceful, relaxing single room with shared bathroom. Lovely staff, Good breakfast (coffee, baguette, cheese, ham, fruit). Available parking. Felt safe. Cons: no towel provided. Wifi did not reach the room. Location would be inconvenient without a car. I would stay here again.

no wifi in rooms, only sometimes in common areas. had a deadline & couldn't connect to the internet at the hostel (I expected to be able to since they had said they had wifi). first night there was a group of kids roomed away from their teachers and near other guests who ran through the halls screaming: weird rooming decision by the hostel. The staff were nice but seemed unsure of their jobs. place was dead, especially after the school group left. locker was full of dirt and dust. odd experience

Overall it was very fine and safe. You can get a good night's sleep but that's it. At least it is quiet. 0 atmosphere to meet people if you are travelling solo and beware the neighbourhood is not good at night for female travellers. There is a bus stop right outside, would recommend busing and not walking for safety reasons. Very old, smelly, and not edible breakfast but cheapest in Rouen. The rooms are clean though.
