Where three countries meet

Ciudad del Este sits on the Paraná river at the Triple Frontier, where Paraguay, Brazil and Argentina meet. It was founded in 1957 and grew fast as a duty-free shopping city, and every day thousands of shoppers cross the Friendship Bridge from Foz do Iguaçu in Brazil to buy electronics, perfume and clothes in its malls and street markets. The centre is loud, crowded and fascinating by day, and quiet at night.

For travellers, the city is a base for two big sights. The Itaipú dam, shared by Paraguay and Brazil, is one of the largest hydroelectric plants in the world, with free tours from the Paraguayan side. The Iguazú falls, on the Brazilian and Argentine sides, are around 40 minutes away across the border, and the Saltos del Monday, Paraguay's own waterfalls, are just outside town.

Give Ciudad del Este one or two days, combined with the falls. Most travellers stay in Foz do Iguaçu, but beds here are cheaper. Be careful with border formalities: get your passport stamped every time you cross into another country, even on a day trip.

Where to base yourself

Stay outside the busiest part of the shopping centre, in the calmer residential streets near the lake or along the main avenues.

Things to do

Things to do in Ciudad del Este

Visit the Itaipú dam, around 20 minutes north of the city. Free guided visits from the Paraguayan side take you to viewpoints over the huge concrete wall and the spillway, with a short film about its construction. Book ahead, take your passport and check the schedule, as times and tours vary.

The Saltos del Monday, around 10 km south of the city, are a wide waterfall in a gorge, with viewpoints and walkways. In the city, walk the shopping centre during the day to see the border trade at full speed, and relax by the Lago de la República, a lake in the residential area.

For the Iguazú falls, cross the Friendship Bridge to Foz do Iguaçu for the Brazilian side, with its panoramic views, or continue to Puerto Iguazú in Argentina for the walkways and the Devil's Throat. You need a full day for each side.

Free things

And what it costs nothing to do

The Itaipú visits from the Paraguayan side are free, though you need to book and bring your passport.

Walking the shopping centre and its markets costs nothing, and the Lago de la República has a pleasant waterfront for an evening walk.

The Saltos del Monday park charges a small entry fee.

Food and drink

Eating and drinking

Ciudad del Este has a mix of Paraguayan, Brazilian and Middle Eastern and Asian food, thanks to the traders who settled here. Street stalls in the centre sell chipa, empanadas and cheap set lunches.

Brazilian-style buffets charged by weight are common, and the Lebanese and Chinese restaurants are some of the best in the country.

The centre closes in the evening, so eat in the residential areas at night.

Nightlife

Going out

Ciudad del Este has little nightlife for travellers. The shopping centre empties at sunset, and a few bars and restaurants in the residential areas are the best option.

For a bigger night out, Foz do Iguaçu across the border has more bars.

Do not walk around the centre at night.

Getting around

Getting around

Taxis and ride apps are the easiest way around. Local buses run to Itaipú and the Saltos del Monday.

The Friendship Bridge to Foz do Iguaçu is often jammed with traffic; walking across or taking a motorbike taxi can be quicker. Get your passport stamped out of Paraguay and into Brazil, even for a day trip, or you may have problems leaving later. Buses also run to Puerto Iguazú in Argentina via Foz.

Buses to Asunción take around five hours, and to Encarnación around four or five. Guaraní International Airport, in Minga Guazú, has limited flights; Foz do Iguaçu's airport has more.

Costs

What Ciudad del Este costs

Ciudad del Este is cheap to stay in. Dorm beds start around €6, cheaper than in Foz do Iguaçu, though there are only a few hostels.

The Itaipú tours are free. The Iguazú national parks on the Brazilian and Argentine sides charge their own entry fees, the main cost of a visit here.

Shops quote prices in dollars, guaraníes and Brazilian reais. Carry cash, and only buy electronics from reputable shops, as fakes are common.

Safety

Safety and scams

Ciudad del Este is a busy trade and smuggling hub. The shopping centre is fine by day with care, but watch for pickpockets in the crowds and keep valuables hidden. Do not wander the centre at night, and use taxis or ride apps after dark.

The US government asks travellers to exercise increased caution in Alto Paraná, the department that includes the city, because of crime linked to smuggling along the Brazilian border.

Be careful with border formalities, and only buy from reputable shops. In an emergency, call 911.
